Yes, you are encouraged to hunt deer, raccoons, even bears in some cases and that is of course with strict bag limits. It's great to take home an 8 point buck or a chubbyass black bear, but not just because you saw it and couldn't resist shooting, but rather because it's deemed useful.
Hunting purely for sport, i.e. purely for fun, is unfortunately too selfish to be beneficial or warranted in the current state of wildlife management. Like in OP's hypothetical, shooting just because there's something there to kill or because it makes one feel good is purely juvenile.
