IMO, In order of best to worst, bluegill, crawdads, fresh clam meat, worms, chicken gizzards, raw bacon, stinkbait, doughbait, hotdogs, cheese. YMMV
When I get to the lake I put out a few large minnow traps with hot dogs in a mesh bag to catch crawdads and bluegill and actively fish for bluegill until I have about 50 or so and then I load up my poontoon raft and put myself over about 40' of water and drop anchor. Put the bait on the hook and let it hit bottom then reel up about a foot and lower the rod tip level to the water, and I don't have to wait long till they crush it. When I'm one fish shy of my bag limit, I start tossing out the smaller cats until I have a bag limit of all large cats. Sometimes bass will hit the bluegill on the way down so be ready for that if your line suddenly stops too soon or starts peeling off the reel way too fast.
Lots of people chum with a punctured can of dogfood to bring the cats in.
