but I agree with the notion that the european, well mostly the western european societies have a pretty stable trust in society and community/govermental safety nets
here in my country we have major floods pretty much every year, yet noone would ever think about 'prepping' in your sense, people are prepared, but they also trust their fellow men and the govermental organisations to come when shit goes south
a trust which is justified
