The reason the police have been so involved is because one of the cemeteries is a private Quaker cemetery that's been in continual use for 300 years. Because it's in the middle of nowhere and in the middle of the woods, all manners of edgelords, sorcerers, and ghosthunters trespass down there. Which not only disrespects those interred and their families/descendants, but also it results in lots of damage and vandalism (people doing stupid rituals, etc). Even the famous "Spider Gates" were stolen at one point (they were recovered) so they had cheap replicas made and keep the originals in storage. Now they want you to ring them and let them know you'll be visiting the cemetery and the cops keep a close eye on things.
The other secluded cemetery is a town plot from 1740 but because it's also in the middle of the woods its prone to partying kids and vandalism. Back in the 80s someone rolled a bunch of headstones over so they went straight to a zero tolerance policy.
