National Parks, State Parks and BLM all have their own restrictions. If you want unfettered access to lands you'll need to purchase your own. Even then you are restricted to some things like hunting/trapping/fishing laws. Each state is its own country which will have its own laws in which its laws may not be in line with federal laws. What may be written into law as legal in the state may still be illegal on a federal level. So, stepping foot into a national park means you must abide by those laws too.
