They are looking for food. You don't necessarily have to kill them to be safe. Make sure you act like you aren't looking for a fight, but are willing to. Most circumstances, they'll run as soon as they see you, regardless of how you act.
I would be cautious about small children any time of day, and at dusk for adults in areas where large numbers of them live. That's when they seem to do most of their hunting. Just because you can't buy human at most grocery stores these days, doesn't mean you aren't still made of meat.
