A cabelas cgr, the 5/6 weight should be a really good option, glass is easy to cast, durable, inexpensive, and in general a good option for trout and beginners. I'd say pair it with an echo base reel and a scientific anglers 6 weight air cel line. That set up will be about $130 and worth it. For learning on bluegill a hand full of 8-9 foot 4x leaders is all you need, and a spool of 4x tippet will extend the life of the leaders. Bluegill will eat just about anything you show them but i love foam terrestrials for them. Crickets, ants, anything bug shaped and foam. They also like san juan worms, squirmy wormies, soft hackles, small streamers, and small poppers.
If you dont like the price tag on a packet of leaders and spool of tippet you can tie your own, you just need a spool of #15, #10, and #6 mono, and a spool of #4 wouldn't hurt. Then the only two formulas for leaders you need are
