The resorts are ripoffs imo though, back country skiing, snow shoeing and snow snowmobiling in NF is a much better experience imo. The snowiest places in AZ are; San Francisco Peaks and surrounding Coconino plateau (50-300+ inches), northern Kaibab plateau (60-120 in), Mogollon plateau and Rim (20-100 in), White Mountains (50-250 in), and Mt Lemmon (20-200 in). Depending on elevation, location, and time of year.
