>>1640092It's not supposed to be any more than a Houdini or BD Alpine Start is. It's a windshell, which is honestly a more versatile and useful thing to have than a hardshell... unless it's like you need the hardshell or you're going /in/ or you're going to die. Breathability matters. (As a windshell it should be fine, but you'd be better off with an Alpine Start, Arc'Teryx Squamish, or Houdini. If you need hand pockets or want an intermediate price point, Rab's fits the bill, although I've heard the new fabric runs hot.)
The Uniqlo Blocktech shells aren't very good, either. First, like cheap hardshells and everything at the very bottom end, they're waterproofed with a coating and not a membrane. Coatings are less breathable and really only last a few years; they're not worth it. Second, they don't have any ventilation, which you need.
You want to spend in the low hundreds (the MSRP is higher but you never have to pay MSRP for any of these) and get a jacket in Gore-Tex Paclite (it's the best membrane at these price points, higher price points Gore gets beat though) with pit zips, like the North Face Dryzzle, Marmot Minimalist, or Outdoor Research Foray. Anything less and desu you're throwing money away unless you need a shell like have-to-have-it now. And then you should get a Marmot Precip, which is coated but has pit zips and is well cut.
(For the record, there is stuff from Uniqlo I rate highly – their Airism Mesh stuff is the best summer baselayer IMO, HeatTech is good for static use and acceptable for active, their fleece is all over the place but some of it is excellent, the ULD stuff is good if you're on a budget)
