your best bet would probably be prahova valley (basically 6 city/resorts strung between two mountain ranges), no wonder it's one of the busiest and most sought after tourist destinations, especially in winter, and you'll usually find a lot of foreigners roaming about since there's quite a lot to see
car traffic is horrible but there are plenty of trains and buses all towards the surrounding areas
at the main road level (the city center) there's the usual tourist paraphenalia, from malls to luxury hotels to cafes and museums, but as you go higher up there's the actual city people live in (sometimes crowded roof next to foundation like brasil favelas but they're good people because it's too cold for niggers) and sinaia is literally like the crown jewel because it was royal residence but there are other castles nearby as well
slopes are usually steep and short, situated on the side of the mountain but there are a few lenghty ones at the top too
there are also plenty of other ski resorts, from the all-inclusive type to literal villages where there are probably only a couple of hotels with restaurants and a lot of comfy vacation homes turned guesthouses with kitchen for as low as 20-30 euros per night
does get really crowded during the holidays and bookings usually run out before autumn for these occasions
