Tldr; experienced /out/doorsmen, are there any weather conditions in which you cannot get a fire going?

>be me
>made 50+ campfires last couple of years
>inna woods
>been damp out for a week and raining before that
>use knife to produce dry tinder shavings
>build improvised storage and put shavings there
>hang the most dry kindling I can find in tree
>come back next day
>make platform
>shavings burn just fine
>fire just won't spread throughout kindling despite three attempts with lots of tinder
>mfw

I've used the same type of kindling and made fires in wet conditions many times before, but this time it was so wet out that I was just defeated. Are there conditions where this is inevitable or am I just not man enough?
