Im pretty sure you could find a very cheap old backpack online, regardless where you live, and do what I did - ditch the old bag & straps, buy some cheap milsurp webbing, and see where it takes you.
I'm in Glorious Imperial Republic Of Poland, so prices are different, but I spent 0$ on frame, 5$ on milsurp webbing, 10$ on old Alice bag, 5$ on having it fixed by tailor (it was ripped). I had to install extra horizontal steel strip to connect the waist belt somehow.
I'm sure you could do the same spending close to nothing.
