Pay as soon as the auction closes. Nothing pisses me off more than having to send invoices and pester people for payment for a week and a half after the auction ends.
I've had good luck with ebay (and craigslist, for that matter, though there are some really fucking weird people there). Won one auction for a couple of old cell phones I was going to scavenge parts off of... the equipment I got was far more beat up than the auction led me to believe. Since I was mostly looking for batteries/antennas/enclosures anyways, it wasn't that big of a deal but it's a gamble you take. I've never gotten anything really fucked up though.
GPS I ordered came with a label right on the product box... that annoyed me. Expected a better packaging job. >pic related
Had real good luck with motorcycle and snowmobile parts though, both buying and selling.
