Just wear a sweater. Roll the sleeves up if you're warm, roll them down if you're cold. You'll be fine down to 20 degrees and comfortable up to 75.

My last run up a snow tipped peak had hard winds but my core was totally protected and all I had on was a base layer, add a microfleece and I think subzero temps would still be comfortable

I usually wear this Härkila Kamko. Not ideal for prolonged rain, but warm, comfortable and especially good because it keeps the wind out.
