So basically, buy a sqr. mile that you can't build on unless the lien is paid off (could be, say, 10-100 of thousand against an estate foreclosure or loan default/s), or never because you have some protected class of sand weasel they didn't tell you lived there or the water table has a hold put on it or some other dumbfuck paper pusher reason. Better do all of your due diligence before buying a parcel like this.
FYI - in most states these reasons can get you in trouble on YOUR land for being in contact with somebody else's land with these issues as well, once an adjustor or an agent comes prowling around your borders and deems it a "connected concern".
Had a cousin who went through a bunch of this crap before writing the land off to the EPA outright because they made it impossible for him to do literally anything with it, he even had to file requests to set a foot on it.
