I can't suggest anything per se, I use a Frogg Togg's waterproof dealie if it's really gonna pour but otherwise I have a cheep $15 Kmart rain coat which is perfect, light and acts as a great windbreaker, and so far no rain has soaked through it yet. Underneath I wear all sorts of layers depending on the activity, usually a heavy fleece shirt with a flannel under it.
In any case, layers are the only way to go rather than getting a thiccass raincoat that's stuffed with insulation and liner
