If you WANTED to access Squaxon by kayak, I lanched from Carlyon Beach every time I went to Hope Island.
There is a small park at the northern most peninsula that is private access via home ownwers association. I've Parked here, Unloaded my kayak, and launched off of their dock, all while people were out and about, and nobody ever said anything to me other than "Nice day for a kayak!"
My friend who works as tribal police sometimes patrols on the 24/7 boat. If they pick you up, they will detain/press charges on you, just because that's what the tribe wants to spend their casino money on.
If you REALLY REALLY still want to do it, I recommend sitting on hope island for a few hours to gauge the cadence of the boat, and zip over quickly once they're on the opposite side of the island.
Once you're on the island, you again do not want to be picked up by the tribal police. They are not a native police force, they're manned by trained professionals (mostly white) people, who are given a long leash of jurisdiction, because once again, Tribal laws are much more lax.
