They can take a bus all the way up and most of the way around. up until the buildings where the road gets thinner on OP's pic. then it's only permitted to go up until the small building in the right (on the image) part of the ridge, near a rocky formation. that's a 20min walk, max, 25 if you stop to camwhore for your instagram.
There is a path that goes further (to the parts of the rim that are above where the image cropped, and probably the whole way around back to the parking in the bottom left corner) used by scientists and technicians mostly to install measuring equipment.
When I was there back in highschool with my class on a school trip a guy and I tried to go further but we got caught and were supposed to pay a fine but the italian guy who was being a tour guide for our class basically told the head of security "how d'you know they even did it?" and basically argued they had no proof even though the tegular security guy had seen us and so the fine was cancelled.
