The nice FS spots in the PNW are as crowded as the NPS.
At least in the NPS you don't have aggressive dogs running loose all over the place.

National Forests have better camping, but I have my parks pass so I can visit any Nat'l Park I pass. Kinda pissed that I bought mine this year. It's clear to me that even when this virus stops being a threat I still won't be able to visit my National Parks. Pretty sure the conspiracy theorists were right and a bioweapon got out.

In Washington the North Cascades and Olympic National Parks are pretty good, Anywhere besides the North Cascades Hwy, Hurricane Ridge, and La Push is not that busy at all.

Gifford Pinchot and Snoqualmie-Baker NFs are amazing though. All the forest roads mean people get spread out and you have a lot of it to yourself.

Our national park is pretty great. There's not much difference between private and state-owned forests so I can't say I know of any specific locations of state-owned forests.

State forests are great with one caveat. Just be sure to wear orange or other bright colors year-round, not just during hunting season. I hear gunshots more often than not while exploring the state forests around me. I won't even set foot in a state forest anymore without my orange jacket, orange shirt, or fluorescent yellow shirt.
