How do I secure enamel pins sufficiently to my backpack's exterior? I think if I glue the lock shut on the interior and back of the display against the backpack it should be good???

Glue never works between solid materials and fabric. I would say heavy duty velcro or velcro command stips. Stitch the velcro to the pack and then adhere it to the metal/enamel. You may find the glue backing is sufficient (pic related is pretty heavy duty) but you can also use hot glue or even epoxy. Plus this allows you to pull it off the pack if you have to wash it or get a new pack.

I've been thinking about something similar. What I thought of was either using a thin wire to put it through a loop in the back of a pin, then just put it in the fabric and back out and twist it (or put both wires in and twist them inside the bag) or you could do the same with a needle and thread. Not sure which would last longer or be more reliable.
