Because of the generally long narrow shape of an internal frame pack you're going to end up spreading the weight through out the bag, you can only fit so much at the shoulder area.
This is why old external frames have the pack high up and extend upwards, leaving the bottom part of the frame empty so you can attach a light sleeping pad or sleeping bag (if big), tent should be on top.
