Foreigners are only allowed to camp on public camping spots (which are overrun by RV tourists), unused army training grounds or private land (other than forests).
Though if you're fluent in german, you can camp just about anywhere. To fine you, the Förster (forest manager) and the police would both need to be involved, and they usually don't act unless they're sure they're in the right - in other words, if you're either obviously a foreigner or breaking laws other than the restrictions on camping.
And if you're not fluent in german, fuck off. We've been full for 100 years now.
