The single best and effective way to fish for carp are bread balls or corn on your hook. Make sure you have a small circle hook, maybe size 2 or 4 (I use 2 personally). Remember they are bottom feeders so they have small mouths.
I personally do a small bread ball, with a loose corn kennel near the tip of the hook. I get bites for days compared to all those bullshit cage feeders and mumbo jumbo bullshit that I spent over $300 on all-together. Just remember that your bite window is very small. These fish are faggots and as soon as they feel the metal hook they spit that shit out quick, so be ready to yank your rod up as soon as you feel that bite. Also keep your line as straight as you can, you can't afford to have it loose.
The only arguement for cage feeders is to attract a lot of fish to an area. However, carp are easy to spot in rivers due to the bubbles that come up from all the dirt they are moving around while they look for food. So unless you really don't have any local spots where you can spot these bubbles, you have an excuse to buy a cage feeder.
As for good chum, I like to use barley, 1 pack of cherry jello, corn, and a bit of garlic. There are all types of chum mixes for bottom feeders, but I notice that this grain doesn't stick so much, corn is their all-time favorite, and the garlic reeks underwater as much as it does overwater. It is the best mix that I notice has attracted many fish to the area, including other fish species.
