Where I -can- camp is a different question from where I'm -allowed to- camp. Camping is only allowed on designated campsites, but the legal definition of camping has some space for interpretation and strictly speaking explicitly refers to tent building. Theoretically I'm allowed to bivouac, i.e. rest overnight without a tent in an "emergency", anywhere that I'm generally allowed to be. Also we have a saying in German, "where there's no accuser there's no judge".
