Those are really what we would call chalets though, not emergency shelters.
Is that simply the answer? Roll out public chalets and let them fill that purpose?
It seemed like a wonderful system, anyone who's interested Rila in Bulgaria seems to have great hiking and would be super cheap for a longer trip if you were in Europe.

We seem to have an issue with new hikers and outdoors-people getting into trouble out here, the kilometers of unmanned country are unforgiving.
Even as a kid on a school trip we almost had serious issues because some of our foodstuffs were damaged by inexperienced hikers.
I used to go /out/ often and really saw no form of management, there might have been a sign at a trailhead or a few rotted out trail markers but that was it.

I used to work in some hostels on trails, I'm still not where I need to be to lead expeditions but I used to keep camp, set up tents, bake bread, check gear, first aid and the like.
If the government rolls out online study because of the corronavirus I wonder if you could get a satellite dish and work/study /out/?
