Back in the old days you had different gods, and many had domains only in specific countries.
Roman, greek, egyptian, hindu, thracian, slavic, voodoo. All pantheons full of gods looking out at different things and teaching you different things.
You had a titaness of the earth, you had a sun god, a goddess of plenty and so on.
To make a pantheon international would be to conquer and kill all other regions and their gods. Christianity tried to and failed.
