Curt Gowdy and Vedauwoo are cool but they're a bit of a drive, but aside from that it's all just windy, treeless, fenced off steppe with a lot of cows. And Laramie isn't gonna be for you if you're worried about "degenerates." Despite being in Wyoming it's pretty liberal; basically every shop and restaurant downtown have pride flags on display (cause of the Shepard incident). Only real reason to go to UW is cause it's really good value, but unless you're from a WUE state you don't even get that.
Humboldt, School of Mines in Golden, and Santa Cruz are probably the best if you want to be close to /out/ stuff but they're all going to be pretty liberal too. Fairbanks might be worth looking at though, you don't get much more /out/ than Alaska.
UN Reno might also be worth looking at, they're surrounded by BLM desert you can dispersed-camp on, they're pretty close to Tahoe and the Sierra, and Reno's still pretty conservative.
