there is literally nothing wrong with being from dc and wanting to hike in pennsylvania

i am confident you have hiked and passed people who were from dc without even realizing it

also why does it matter what official policy is, as long as you are not on a trail or next to a road I doubt anyone is going to stop you, especially during covid times, as long as you aren't there for like a week or something

also isn't it ok to camp basically wherever as long as you are 200 ft from a road in a state/national forest?

No. State parks prohibit camping and the main issue is being parked at the trail head parking lot when the trail is closed dusk to dawn and rangers be doing shit
