I've done a couple of hills where people have tried to reforest small patches and they have had to erect deer fences around little patches of trees just to have a chance.
These guys have far too much say in what goes on because of the amount of land they own. For example, one guy bought an estate and wanted to do exactly as you said. His plan was to reforest his entire estate and reintroduce wolves. However, all the rest of them kicked up shit because they knew that if wolves were there then they might kill some deer which means less deer roaming on their estate and less deer means less people paying to hunt them.
Personally, I think wolves should be reintroduced and land reforested while deer are culled and handguns should be easier to obtain for hikers. This way there wouldn't be a boom in wolf population eventually leading to starvation and desperate predation on people and any possible attacks can be dealt with by hikers.
