How much money would it cost, how do I not get spotted, what potential fines could I expect, and should i do it on public or private minecraft land? It's a Canadian server.

You will have to use a tarp on the roof and make sure it is secure. The wood will also need to be sealed up, you can use mud and straw mixture or clay. You should also not make any windows. You can make a crappy door and a mud chimney with a metal box at the bottom to be used as a fire place. The floor should shot not be dirt as it will get cold at night

I'm not a pro in this field. The way of construction depends on the composition of the ground. But an idea: I would dig a deep hole then start to go horizontally one way and strengthen the hole like it was a mine shaft.

that pic doesn't even look like the proper shelter. First off you need to go out and punch some trees. Once you have some wood i would set up a crafting table. Find a nice mountainside and dig it out then put up your door and hopefully you'll be safe from the monster for the night. Be careful on Canadian servers as I've heard of people being banned for the silliest things.
