In ballarat there's a few storm water drains, one goes from the back of bunnings all the way through to mair street near the JB hifi, which is maybe 2 kilometers underground. Me and a lady friend explored it all once without a torch, was radical. Used to smoke pot down by the entrance too.

There's a few old railway buildings too, one just near aforementioned tunnel exit on mair street, which I've climbed in the window to get into. Most of them have old needles, blankets and beer cans around the place.

You got the map part right.

Just find creeks and rivers going through built up/urban/city areas and follow them.
Eventually you will find some great tunnels, especially near the city where there are probably some very old ones.

Just wait until you have had a good rain free period (few weeks preferably).
