I don't know how safe warren PA is but it's a thing around north central PA. It used to be mostly potter county because people hated NJ and NY plates shitting up the area because of the dark sky park, and now the whole state is polarised because the coronavirus shutdowns in NY and NJ brought a lot more out of staters.
They especially hate people from the city, so a far out of state plate like DC or maryland isn't going to help.
Case in point i saw a sign that literally said "outlanders go back" just off Highway 219 this past weekend on my way to st marys, which is just the next county over from warren
