Massive taxation for any kid above the first one. It's been more effective contraceptive than literally anything else, short from maybe only castration. It makes people not want to have a kid, because on top of needing money to raise it, you also need money to have it at all, or you end up in jail for decades, can't see the kid anyway and end up fucked for life with zero gain and ever-increasing debt.
Oh, and that tax is income-adjustable, so it doesn't matter how rich you are (and as whole lot of rich Chinks found out, it's unsustainable in the long run), it's ALWAYS a crippling blow to your finances, even if you're loaded. The difference is of course that if you have 10 mil and need to burn 8 of them, you still have 2 mil, but when you've got 10 bucks, being left with 2 fucking sucks.
All in all, they've turned the prognosis of having 2.2 billion people by 2000 to having 1.25 billion by then (from 940 milion when the policy was implemented in 1977). For comparison, Pajits, without any sort of control, went in the meantime from 650 mil to 1.1 billion by 2000 (and currently 1.35 billion). If you look at it as a graph, Chinks stabilised their population over 30 years ago on a more or less steady value (minor growth), while Pajits are still going in a sharp increase - and that's more or less how it looks when global picture is taken, because hey, let's have 7 to 15 kids, what could possibly go wrong when thanks to modern medicine all of them survive until maturity and make their own 7 to 15 kids!
