You will have to do your own research. Property taxes are usually lower for agricultural land than for building land.
I wouldn't buy in countries where I don't speak the language at least on advanced level.
Obviously you will get the best value to cost ratio where few people are living and where it's cheap. Nordic countries, rural Spain, France, eastern Europe.
Turkey is cheap, especially since their currency and economy are in trouble - their GDP is on the level of 2010. If I was a Turk or Kurd I would think probably buy now.
I would buy lots of property in Europe either way. Maybe Norway.

In France anything up to 800k€ is taxfree.
Norway is 0,2-0,7%.
Property raxes in USA and Canada seem to range between 0,3-2%
