I've had bottom feeder luck with a jig and shrimp imitation, salmonids if with kastmasters and other spoons. People tell me dropshot with cutbait and worm imitations are killers too.
The best advice I can give for resident salmon is to learn power casting techniques. I use 1/4 to 1 oz spoons and a low profile reel with the brakes turned way down. Get out past the river, and tease your way back.
Cabbies are bloody everywhere, but are slow eaters. Keep tension and count three before setting. Bounce off the bottom all the way home, and get ready to lose jigs in the rocks.
