There is a public stream of water in my neighborhood and its pretty shitty .But it has potential to be nice . I'm planning to pick the trash , build a small portable bride(literally just a bunch of small planks on top of two large planks ) and plant some native flowers. I wondering if its illegal to plant native flowers in a public area. I mean its not like the local government gives a shit about it . It even has little homeless man stash in the corner of it.
