Help out people you actually know. Friends, family, friends of friends. Keep them from ever falling into homelessness in the first place. Help out people who simply never learned to fish or whose fishing poles got stolen rather than people just looking for free fish. If you're part of a church, maybe they have a relief fund that you can donate to. Maybe you can even get to know the beggar outside your grocery store and - once you know his story thoroughly - consider helping him. But under no circumstances should you give money to random bums on the street. All you're doing is funding your local drug dealer / liquor store.
