Shorts are also better if it's wet since you're going to dry off faster, and much better if you're crossing rivers or deep flooded areas since your pants aren't going to soak through under your gaiters.
Pants are obviously better if it's cold, and I'd definitely wear pants+gaiters if you're bushwacking at all since who knows what you'll have to fight your way through.
