To rebuild the habitat of quail then for anyone with a large enough property it is best to create as much "edge" as possible. There needs to be enough food for the quails and cover for the quail babies to move freely around without being spotted by predator. The way fescue grows does not allow for easy movement of quail babies, they get caught in them and make for easy prey. I would suggest changing any fescue fields over to native grasses.

Let farm fields fallow again instead of bushhogging the stubble down, and just as importantly nullify the legislation that unnecessarily protects hawks, eagles, and owls...and if that fails, dont tell a soul but shoot every bird of prey you see, and also any outdoor house cats you see as well. Till all these issues are dealt with, forget about wild quail in our lifetime.

Birds of prey are a complete non-factor in these animals' decline.

Bobwhites need five major things to increase their numbers and range
1. Improved habitat via controlled burns.
2. Fence rows and tree lines free of cattle that will eat their cover.
3. Reduced numbers of nest raiders. Turkey, opossums, and coons primarily.
4. Reintroduced wild caught birds in restored habitat are markedly more likely to survive to reproduction than pen raised birds by five hundred percent.
5. Do not over hunt resident coveys. I don’t shoot birds in coveys smaller than five individuals. I don’t shoot on the initial flush either so I can wait for them all and get a decent count. You can always run down singles afterwards and it will give your dog more practice. Some asshole blasting a limit on a resident covey then bringing his friends back the next day is how we end up with empty fields chasing pen raised birds like country club niggers that suck at golf.
