I went to walk in our local park/pond earlier in the day than I usually do, and caught a guy dumping a bucket of seeds and filmed him. The pond normally has about a dozen mallard ducks and canada geese, but now has roughly 50 because they fly in for food and dont leave, and end up shitting up the place.

Should I report him to the authorities? I'm pretty sure messing with migratory birds is illegal
