Most "normal" people should be sequestered to airtight, self-sustained cyberpunk metropoli (preferably not on earth), and all suburbs, towns, and minor cities should be bulldozed.
To leave and go /out/side one should have to successfully complete rigorous, elite education and training to earn their freedom.
