Any idea what kind of bird this is?

Found in a suburban backyard tree, Southern California, Inland Empire region. Looks like some kind of hawk but the beak must be 2+ inches long. Sorry for bad image quality.

Yellow eyes. Ear tufts... Its an owl. Probably a great horned owl, but not 100%. I know they live in Cali though.

Belly is similar to a Red Tail Hawk which are pretty common across North America. I see them all over the place here in North Carolina.
Eyes also look too dicey to be a Owl.
