I am making a garden, but in order to do so I need to tear out all this useless concrete. The powder that is left behind isn't gonna do too much damage, will it? How should I remove it if I have to? I am going to put more soil over it, but the dust will still be in there.
Also, best recommendations for keeping my plants separate?

It's in three layers, asphalt I think is the top, it's kinda brittle, a little under an inch in thickness, and it's black with those grayish specks. The layer under it looks like the same thing but feels more solid. Under that, are these concrete slabs. So it's not just concrete but either way I am breaking it up to get to the dirt underneath, and there's a lot of dust from me breaking it all up.

The dust should be fine. If you're growing just annuals, don't bother with building partitions between your plants. If you're growing perennials, make sure to keep them far enough apart that they can't spread to parts of the garden you don't want them in. In the most extreme cases, three feet apart is enough. In either case, you shouldn't need to put any physical barriers between your plants, that wouldn't stop them anyway if they spread via rhizomes or airborne seeds. You should put barriers around your plants to prevent wildlife from eating anything though.

Where are you, roughly? If you're close enough to a major city, I'd break up and remove all that concrete and then pay a landscape company to drop off howmany ever yards of topsoil or 50/50 you'd need to put a foot of soil over whatever is there.

Also, make raised rows and plant in the hilled up dirt and put mulch (cheap woodchips, get that by the yard too) between the rows. Dig it in when it breaks down.
