In hard soil/dirt/rocks you need a heavy duty spade.

I have one, and it works OK in hard ground. You flip it around and dig with the shaft, holding the big blade with both your hands for more leverage. You can use the shaft to chop through thin roots, or to pry rocks out of the ground.
