Legally a town can become a city in most US states if the population is over 2,500 which is also about the minimum size city you'll see a shart-in-mart in to. IMO small cities should be classified as less than 10,000 and without large suburbs (instead having adjacent large rural areas) but over the minimum legal definition of a city which is usually 1,000-2,500. Mid size cities are up to about 100k, and large cities are anything larger and with huge suburbs you can even go further with metro areas and CSA's in the US which are basically attached massive urban and suburban areas in the largest cities with millions of people.
