I will lay out a plan for them for my own sake
Step 1. Survey the land. Take notes of high and low points. Pick a lower point with fertile soil for your first establishment.
Step 2. Clear all natural life from that pre defined area.
Step 3. Get equipment. From step 2 you should already have some, but now is the time. Excavators, bulldozers, grading blades, scrapers.
Step 4. Rough grade the entire area. Pick your grade and make it generally flat and under grade
Step 5. Trench out for a sewer system. Probably want it to run under where roads will be and dump out as far downstream a possible. Stub sewage outlets to each property and leave room for expansion. Sewage should be the lowest trench.
6. Next trench for clean water. You don't want the sewage seeping out and polluting the clean water. Clean water should come from a refinery built upstream from the outlet or even from a different water source entirely
7. Backfill, compact and start adding layers on top. For places where farming will take place, add layers of soil until grade is met. Elsewhere, lime treat and layer AB and compact to fuck. This is now the time for fine grading
8. Start erecting a water refinery, sewege plant, and power source, probably a coal burning plant. You can either import coal or maybe mine elsewhere. Beyond my knowledge set
9. Plan, zone, and start building the city in accordance with local code.
10. Start setting power poles and running power to houses from the plant. they probably won't have the money for underground power deliver so this is the route went.
11. Government. Here is where we reach the end of my knowledge set.
