Does anyone know what it could be? He is 9 month old. I found an article about "young dog acne". Don't know for sure. He doesn't lick it or has some obvious pain...

My pup had something similar, just a skin infection. Take him to a vet they'll give you some antibiotics that will clear it up in a couple weeks. If you treat it properly it wont be anything.

I'm a vet tech. More than likely contact dermatitis. Was he on some new grass lately? Something blooming in your area? Allergies essentially. Keep him from chewing and licking. You can give Benadryl to help out. Dosages available online. (1mg per lb bodyweight up to 2x daily)

If you yourself don't develop a rash, it's allergies. If you don't prevent him from chewing and licking he'll develop hot spots aka an infection and you'll need to go to the vet.

Tech again - that's just not true. Dermatitis looks just like ops pic. If there are fleas, you can find them with a fine toothed comb used right at the base of the tail (on his back).

Classic flea signs are chewing over the base of the tail, it's the fleas favorite hang out. Ten years as a vet tech, it's the most popular spot. This could be a flea allergy for sure, but it's really unlikely OP didn't notice anything at the tail base before this. Just going through the most likely scenario first.
