Gore-tex offers breathability while being waterproof according to their website.
It is waterproof as long as the membrane is not damaged, which usually happens sooner or later.
In the past I have read on different sites that there had to be a temperature difference of at least 15°C between the inner and the environment to work properly. I don't know, whether that is still the case or why all the specific sites with that info offer a 404 page, maybe some Gore-Tex lawyers.
This guy wrote in his phd thesis, that Gore tex doesn't absorb the sweat, which has been my experience as well. Might be different with different/better Gore Tex products.
He also claims that Sympatex has a membrane that lets the sweat exit, I have no experience with that.

Other companies have their own membranes as well, I haven't found a great one in general. Waterproof yes, breathable not really.
