Compound this with the fact that very little between the Rockies and Sierra Nevadas are suitable for large scale farming or economic development (California as an exception) it shouldn't surprise that much of it remained unsettled until environmental ideals became more widespread and mainstream. One thing I would like to point out, however, is that just because there is less BLM/NPS/USFS land on the eastern side of the country, there still is significant wilderness areas that are managed on the state level.
