One reason is all the recent satellite updates have been in full summer bloom so you can't see through the canopy, while in seasons where the trees are bare you can see the ground clearly. With ever increasing resolution I suspect it'll be visible eventually at the right time of year, even if not clearly. The other reason is it's actually standing at the edge of a very steep hill/cliff overlooking the railroad tracks, the shiny plaque leans due south. Most hours of the day there's potential for the sun to glare off the plaque and be picked up by the satellite image as well, again only when the trees are bare.
